Andrew brings more than 20 years of experience architecting systems and developing network operations technology for CSPs to his role leading product definition for Guavus’ Operations Intelligence product line. He has been a lead and contributing author on a broad range of industry specifications from DPoE Service OAM to Multicast ABR.  And he has worked extensively in broadband OSS architecture, service quality assurance, usage accounting and service provider operational analytics. Andrew has worked with both the IETF and IEEE on topics related to both wired and wireless DOCSIS. Earlier in his career as a System Architect for CableLabs, he led the specification team that wrote DOCSIS 1.1 as well as the DOCSIS 1.0 MAC and the PacketCable™ QoS groups. He is a patent holder and published author on the topics of operations analytics, DOCSIS, and IPDR. He studied Telecommunications at the University of Colorado and holds a Bachelor’s Degree in Computer Science from Brown University. Mr. Isar is the founder and President of Miller Isar, Inc., a nationwide government affairs, and regulatory compliance firm.  Mr. Isar practices in specialized and complex regulatory compliance, public policy, and government and industry affairs before federal, state and municipal government, regulatory agencies, and state legislators on behalf of emerging through enterprise clients and industry groups. He is a frequent speaker and writer on telecommunications, Internet-Protocol-enabled telephony, and Internet-based Video Relay Service compliance and policy.  Mr. Isar represented the early Telecommunications Resellers Association/ASCENT before state regulators during and following the introduction of the 1996 Telecommunications Act, and oversaw the Association’s state government affairs program.  Mr. Isar formerly worked in AT&T’s state government relations organization.

Andy Regitsky has spent over 30 years helping companies adjust to telecom regulatory changes.  He is wildly known as an industry expert in inter-carrier compensation, universal service and lately, Internet regulation.  Andy has worked with CCMI for more than 20 years providing webinars, white papers and a weekly regulatory blog. Previously, Andy worked for AT&T, MCI and Comptel.  Andy has a MBA from the University of Virginia and is still recovering from this year's basketball season  

Ben Fox is a Managing Director at TC2 based in London, UK. Ben specializes in leading complex, global telecom and IT procurement and transformation projects, typically spanning multiple geographical regions, technologies and vendors. With values ranging from $10 million to over $1 billion, these projects often involve 7- or 8-figure annual savings coupled with fundamental upgrades of clients’ IT and network services.

As Field CTO at Guavus, Chris is responsible for defining and driving Guavus’ technology roadmap and customer engagement strategy. He leads internal development, external partnerships and multi-vendor solutions to leverage the power of distributed data analytics, focusing on strategic growth areas such as 4G and 5G, cloud, NFV, network and information transformation. He enables Guavus customers to realize the tremendous value creation by moving data to information, information to insights, and especially insights to action. Prior to Guavus, he was Executive Director of Services Architecture at Verizon, where he leveraged emerging technologies and network intelligence to build architectures that enable new business opportunities and created new sources of revenue (SDN/NFV, network APIs, Internet of Things to video architectures). Previously, he was Executive Director of Network Planning at Verizon Wireless, where he was responsible for driving the 3-5 year technology roadmap with core vendors and preparing the company to launch new networks and service capabilities. George David brings 50 years of experience in the communications and information technology industry as a contributor to the CCMI Hub.  He began his career at AT&T where he spent seventeen years in a variety of operations, marketing and industry relations positions.  He left AT&T in 1983 to join the Telecommunications and Network Operations organization of Mobil in New York City.  In 1986, he was recruited by McGraw-Hill to join the Center for Communications Management Information (CCMI), which McGraw-Hill had recently acquired.  George was named President of CCMI in 1988. In 1990, he negotiated the acquisition of CCMI by United Communications Group, and over the next 27 years was responsible for all sales, marketing, operations and acquisition activities at CCMI.  George has been semi-retired since 2017.  George holds BBA and MBA degrees in economics from Pace University in New York.

Kevin DiLallo is a partner in Levine, Blaszak, Block & Boothby, LLP, where his practice focuses on telecommunications and IT procurements, particularly involving mobile services and related matters, as well as on privacy and telecommunications regulatory and policy matters. Mr. DiLallo has negotiated custom network service arrangements, national wireless service agreements, local services deals, equipment purchases, and telecommunications outsourcings on behalf of large enterprise users of telecommunications services.  He also spent several years negotiating wireless system sale, finance, and construction agreements on behalf of a major wireless switch vendor and its finance arm.  He has been deeply involved in federal and state regulatory issues affecting the information technology (“IT”) industry, principally Internet, digital television (“DTV”), and other video matters.

Laura F.H. McDonald is a partner in the firm of Levine, Blaszak, Block & Boothby, LLP.
