FCC Order 90-10 is the first salvo in the long overdue reform of intercarrier compensation (ICC) rules. And one blockbuster provision of the Order imposes interstate access charges on VoIP calls that terminate on the public switched telecom network (PSTN). Local exchange carriers who provide access began filing almost immediately after the 12/29/2011 effective date of the Order.
CCMI is monitoring these critical developments. Our analysts track and analyze tariff transmittals and filings daily and in just the first four months of this year, there’s been a tremendous amount of activity:
- More than 1,400 filings from more than 120 LECs covering all but one state. Ohio, with 108 filings, has been the most active state thus far.
- The top two most active carriers through April 30, 2012, are Windstream with 145, and AT&T with 137 VoIP tariff filings.
