Docket 10-90 – Dispute Regarding End Office Switching Access Charges
The FCC’s February 2012 Order in the Access Restructure Proceeding clarified the access charges that are applicable for PSTN-to-VoIP calls. However, one statement the Commission made in that Order, while appearing uncontroversial at the time, has quickly led to an access dispute between CLECs Level 3 and Bandwidth.com on one side and IXC AT&T on the other.
