AT&T Requests FCC to Facilitate Retirement of TDM-Based Services/Networks and the Transition to an IP-Based Network
AT&T has filed a petition with the FCC requesting the Commission to initiate a proceeding to develop a course of action to eliminate the requirement that carriers interconnect using their Time Division Multiplexing (TDM) networks. Instead, carriers would interconnect utilizing Internet Protocol (IP) based networks only. Moreover, interconnection prices, terms and conditions would be developed through carrier negotiations without following the 1996 Telecom Act section 251 requirements. FCC Clarifies Reseller Rules for Universal Service Contributions
On November 5, 2012, the FCC issued an Order in Docket 06-122 clarifying how the universal service rules apply to wholesale providers and their customers. Under the current rules, wholesale carriers generally do not contribute to the universal service fund for the services that include the wholesale service (typically called carrier’s carrier revenues), but may be required to contribute on revenues earned from sales to customers that do not contribute to the Fund (end user revenues). In recent years, however, there have been disputes regarding how to comply with this rule and the Universal Service Administrative Company (USAC) has asked for Commission guidance.
