FCC Docket 10-90 – ILEC Intrastate Terminating Access Rates Reduced to Interstate Levels

On July 2, 2013 ILECs are required to reduce intrastate terminating access rates to mirror interstate levels.  This is in compliance with the FCC’s November 2011 Order in Docket 10-90 which will eventually eliminate terminating inter-carrier compensation charges, including interstate and intrastate access charges and reciprocal compensation charges and move to a bill-and-keep regulatory regime....

FCC Docket 10-90 – Briefs Filed In Inter-Carrier Compensation ICC) Appeal

Speaking of the ICC proceeding, Briefs and Reply Briefs were filed this May and June, and Oral Argument is set for November 19, 2013.  There are a wide variety of carriers, and state commissions appealing the Order, led by NARUC (the National Association of Regulatory Utility Commissioners).  Just to review, here are their chief arguments againstthe Order:....

FCC Docket 10-90 – ILECs Continue to Recover Lost Access Revenues in Access Recovery Charges

Once again in this year’s Annual Access Filings effective July 2, ILECs are permitted to recover a portion of their lost intrastate access revenues through their monthly Access Recovery Charges (ARCs), which are assessed to end user customers based on their type of subscriber line.  These charges recover a portion of the revenues (called Eligible Revenues) that were lost when the Commission ordered intrastate access rates reduced to interstate levels....
