33 Rural ILECS (RLECs) have previously filed with the Oklahoma Corporation Commission (OCC) an Intrastate Access Reform Plan. The plan involves the OCC reducing the disparity between the RLECS interstate and intrastate switched access rates and structure in a single step. In addition, the Oklahoma High Cost Fund (OHCF) would be abolished and any lost revenues would then be recovered by the ILECs from the Oklahoma Universal Service Fund (OUSF). The result would be an increase in the size and cost of the OUSF.

Meetings have been held between the RLECs and other carriers in an attempt to reach a unanimous decision to finalize rules for the plan. At this time a unanimous decision has not been reached and a hearing has been scheduled for February 28, 2012 to begin hearings on the differences between the proposed settlements.
