INTRASTATE ACCESS CHARGE PROCEEDINGS

The Kentucky Public Service Commission’s (KPSC), in response to the FCC 11-161 order, has initiated a review of the order along with their previous docket, 2010-00398 which was opened in order to investigate intrastate access rates. With the FCC ruling, the KPSC has determined that it has a limited jurisdiction to review intrastate access rate cases. .

This update therefore orders that all parties should provide comments to the Commission including recommendations on how to progress the proceeding based upon the FCC order. The comments should among other items address the limited jurisdiction over terminating intrastate access rates, the non-traffic sensitive rate element and intentions to implement the Access Recovery Charge (ARC).
