In July 2017, terminating switched access rates for Price Cap exchange carriers transitioned to the FCC’s prescribed “Bill and Keep” regime, as terminating Local Switching Rates reached $0.00 per minute. Despite this seeming simplification, switched access pricing and management became more complex with the need to base several switched access rate transport elements on the ownership of access tandems and end offices.

The need to determine “affiliation” between tandems and end office has increased the margin of error for incorrect and misapplied rates. This impacts billing validation, least cost routing applications and network optimization.
