On May 18th, the FCC issued a Notice of Proposed Rulemaking, Restoring Internet Freedom, (WC Docket #17-108) that is the opening salvo in the renewed battle over net neutrality.  FCC Chairman Pai’s NPRM seeks industry comment on what amounts to a complete overhaul of the net neutrality rules and policies put in place by the prior Democratic FCC, and has the potential to:

•   Reclassify broadband Internet service from Title II (common carrier) classification to a more lightly regulated Title I information service.
•   Scrap the FCC’s “Future Conduct” rule that gives the Commission wide ranging authority and oversight of future Internet offerings.
•   Calls into question the fate of the FCC’s “bright line” Open Internet rules (which have broad industry acceptance).
